Specifically, Terna makes sure that the benefit of a development measure in terms of reduced electricity costs for the general public exceeds the costs incurred to implement the measure. Assessment of the environmental repercussions is performed in association with regional and national institutions, according to sustainability and environmental responsibility criteria.

Following the three new power lines that are essential for the country’s development, particularly in the South, that were built in 2006 – Matera-S.Sofia (Basilicata, Campania, Puglia), Turbigo-Rho (Lombardy), Sar.Co (Sardinia), with total investments of 150 million euro – in 2007, Terna strengthened the National TransmissionElectricity transport and transformation activities along the interconnected high- and very high-voltage grid forthe purposes of delivery to customers, distributors, and recipients of self-produced energy. During 2007, work started to build the submarine DC cable, the SA.PE.I. (Sardinia/Italian mainland), one of the most important strategic projects planned by Terna to upgrade Italy's Electricity System.
