Ensuring safety in the Electricity System means adopting adequate measures for risk prevention. These measures aim at preventing the possibility for outages to occur and at minimizing the consequences of such outages in terms of length and geographical extent.

Generally speaking, safety is the result of multiple actions, ranging from protecting the physical integrity of the systems to defining criteria for calibrating the grid defence equipment, to drawing up procedures for restarting the system in the event of a black-out. Safe and secure operationThe methodical use of power plants and accessories according to procedures codified in the implementationof the decisions regarding the operation of the Grid. Operation includes:• the running of the plants in order to carry out Terna’s orders and autonomous deliveries; • emergency assistance following fault or anomalies; • operations for going offline and for the security of the plants; • the monitoring of the status of the plants; • plant inspections. of the Electricity System specifically requires:

  • adequate systems for forecasting the electricity demand and for planningDefinition of the usage plans, for a specific period of time, for the available means of production andtransmission, in order to satisfy the energy requirements with respect to quality and continuity of service. and analyzing the grid structures: these are intended to provide a safety margin to the real time management of the Electricity System;
  • protection devices to defend the grid’s operation should critical events arise.

Terna is committed to improving all those aspects that contribute to service safety. To this end, the company has drawn up a multi-year Defence System Improvement Plan, which has been approved by the Ministry for Economic DevelopmentWorks on the electricity grid which lead to the adjustment or upgrading of the transport, transformation,connection and interconnection capacity, or an increase in operating flexibility of the grid, or the removal ofgrid elements.. This document covers planning, online control, protection and regulating systems that are activated for limiting power outages, system restarts and action to monitor the integrity of the infrastructures. The Plan that was submitted to the Ministry includes measures for a total of 201.2 million euros from 2007 to 2010.

Four fundamental objectives drove the identification of measures to be undertaken:

  • the definition of specific measures to prevent or reduce the consequences of power outages on the grid;
  • the gradual introduction of new technology in the system’s planning, control, monitoringAll the actions through which the current operational status of an electricity system is ascertained. and defence;
  • improving the availability of critical infrastructures for the control, operation and defence of the Electricity System;
  • improving action necessary for the constant monitoring and protection of the primary infrastructures (the grid and the electricity substations) and of secondary infrastructures (control sites and operation sites) from external damage.

In March 2007, an agreement was signed with the Gruppo Wind Telecomunicazioni SpA for acquiring the exclusive right of use for 20 years of a couple of fibre optics (nearly 11,000 km distributed throughout the national territory).
